The National Lake Rescue Institute (NLRI) was launched as a non-governmental organisation in 2002 as a result of several major accidents and incidents on Lake Victoria. Accurate statistics regarding deaths on water in the region are not available, but are estimated to run in to the thousands. Lake Victoria is arguably the most dangerous stretch of water in the world in terms of fatalities per square kilometre. This project has been designed to improve the livelihoods of people through safety and security of all users of Lake Victoria and other inland waters in the region.

The main activities will range from construction and equipping the training school, training of staff in Uganda as well as abroad, development and production of an appropriate curriculum, Training of Trainers, and collaboration and networking with other stakeholders in the field resulting in a rescue plan for Lake Victoria.

Lake Victoria is the largest inland water body in Africa with a surface area of nearly 69,000 km2 (size of Switzerland!) and a shoreline of approximately 3,500 km. It is a relatively shallow lake with an average depth of 40 metres and the maximum depth of 80 metres. The countries of Kenya, Uganda and Tanzania border the lake and control respectively 6%, 45% and 49% of the lake surface. 30,000,000 people are dependent on her resources

To provide education and training in maritime safety and environmental protection for all water users in the region to an internationally recognised standard.
Operate an independent, co-ordinated search and rescue service to compliment all the related East African Community member government, donor and private sector projects and programmes.
To improve water safety and in so doing, create development opportunities, promote tourism, attract foreign investment and reduce poverty.
